Now good news for all those people who want to file a PIL. All you need to do it send an E-MAIL. Yes!!!! You have heard it right!! If you want to file a PIL against anything or anybody then just mail your application to a court!
In a recent bizaare and first of its kind incident, an e-mail has been treated as a public interest litigation with the Jammu and Kashmir high court issuing notices to the state government in connection with the brutal killing of a bear.
The said PIL was filed by Mr Arun Shirgaonkar who is an India officer working in Qatar. Mr Shirgaonkar had mailed the PIL to Cheif Justice BA Khan on December 12,2006 about killing of a bear by people in Pulwana district. The captioned e-mail was tilted ‘Killing of an innocent bear in Tral’.Shirgaonkar said he and his wife were deeply affected by footage of the incident beamed on TV, sought the court’s intervention in the matter to prevent cruelty against animals.
Though i appreciate the concern of the couple for the cruelty against the animals and also acknowledge Cheif Justice Khan’s reaction to it by accepting it, but i am little skeptical about the fact that this might lead to a precedent wherein a lot many more infructuos PILs are filed through e-mails.
A judicial system which is already overburdened with huge piled up cases, such easy filing of PILs would further over burden the system. Considering the numbr of useless and infructous PILs that are being filed up in the courts, i am very sure that the judicial system would be wasting its valuable time in such futile and useless cases. Its so funny to notice that nowadays anyone and everyone is filing a PIL. Recently one PIL was filed against Malika Sherawat and her performance on New Year’s Eve.
I agree that the step taken by Chief Justice Khan is an encouraging one as but my appeal to people is to refrain from filing useless PILs so that the Judicial system of our country can spend its valuable time on matters of importance.

I am serving in Indian Air Force and about to retire on next year. i served the country with true spirit for all these year and as a general category candidate I was refused an opportunity to joint in my second career in Govt service in Group _ I service as the existing rules of UPSC & SSC gives an age relaxation of 05 Years to an Ex- Service man candidate in general category. It is not possible for a general candidate retired from IAF to be within the age limit as the compulsory term of engagement is 20 Years. Obviously a person joined the service at the age of 16-19 (in my case 16) after completing school or secondary school education cannot retire before the age of minimum 36 (The maximum concession given by UPSC is 30+05 = 35). In a case the upsc gives age relaxation to the serving candidate but the exigencies of service will not permit all in service to attempt a Degree and complete it before growing senior in service by 15-19 years of service. If a person served the country right from his teen Age is not qualified to avail a chance for a Bright secondary career the moral will go down of a true Soldier who spent his brighter times of life in military outfits with lots of restrictions other than a normal citizen enjoys. please guide me to do what in this concern. can somebody file a PIL for me? please advice.I cannot move to the court as I am serving as a soldier.
