HIGHLIGHTS OF THE BUDGET SPEECH OF
SHRI JAYANT PATIL, FINANCE MINISTER OF MAHARASHTRA
PRESENTED TO THE LEGISLATURE ON TUESDAY, THE 21ST MARCH 2006
PART I
Economic Review of Maharashtra
* Decrease in annual rate of inflation compared to last year.
* Gross State Domestic Product is estimated to rise by 8.6 percent during the year 2005-06
* Per capita State income is Rs. 32,170 as compared to National per capita income of Rs. 23,222.
* Completely stopped the off budget borrowing in the form of Bonds.
* Consolidation of debt and decrease in average interest rate to 7.5 percent.
* Revenue surplus of Rs. 305.85 crore in the budget for the year 2006-07.
* Feasibility study on improving rail and road connectivity in the State through time bound action plan for the implementation through public-private partnership mode.
* Revenue receipts are estimated to grow by 13.31 percent and is estimated at Rs. 59.145 for the year 2005-06.
* Containment in non-plan expenditure.
* Reduction in expenditure on salary, pension, interest payment from 81 percent in 1999-2000 to 62.65 percent in 2005-06 further estimated to reduce to 60.17 percent.
* Expected Debt write-off of Rs. 340 crore for the year 2006-07 as per the Twelfth Finance Commission recommendation.
* A Study group has been set up to review all non-tax Registration and Licenses in consultation with the Industry.
* Setting up of a Group to review non-plan schemes.
* Annual Plan 2006-07.
* Plan size of Annual Plan 2006-07 is fixed at Rs.14,829 crore.
* Realistic Plan as outlay proposed in Annual Plan 2006-07 are commensurate with the State resources.
* Enhanced provision in District Plan.
* Winding up of Irrigation Development Corporation.
Energy
* 250 Mega Watt of power will be available next year..
* 7500 MW of power in coming five years.
* Power generation through non-conventional sources.
* A programme to address load-shedding.
Industry
* A new policy to be introduced to boost industrial investment and to promote creation of state of art physical and social infrastructure.
The Government of India has announced Nirmal Gram Puraskar to 380 Gram Panchayats and one Panchayat Samiti in the State.
Integrated Child Development Services Scheme.
* Implementation of Tejaswini project for strengthening of women’s self health group.
Human Development Index Mission.
* Establishment of Maharashtra Human Development Mission for creating facilities like education, health etc. at the districts in Maharashtra where the human development index is very low.
Tribal Development
* A provision of Rs.1,000 crore for tribal sub-plan.
Scholarship to economically backward class students.
Assistance to Flood affected farmers.
* Rs. 417.68 crore have been given to flood affected 22 lakh farmers.
Special package for 6 districts in Vidarbha.
Total control over bird flu.
An objective of creating an additional irrigation potential during the year 2006-07.
* Maharashtra Water Supply Improvement Project will be implemented with World Bank Assistance.
* Rs.300 crore for hydro electric projects.
* Special planning of programme under Bharat Nirman Scheme.
29 major and medium and 129 minor irrigation projects have been proposed under Accelerated Irrigation Benefits Programme with a provision of 1,000 crore.
New package for Marathi drama.
Social Justice
* 100 Hostels at Taluka level for Scheduled Caste boys and girls – 6 at Divisional level with capacity of 1000 students.
* Residential schools for Scheduled Caste, Navbuddha boys and girls at taluka level. 100 schools will be started in the year 2006-07.
* Establishment of Dr. Babasaheb Ambedkar Samajik Nyay Bhavan at each district.
* Karmaveer Dadasaheb Gaikwad Swabhiman Yojana.
* For Below Poverty Line Scheduled Caste and Naubauddha landless labour.
* Providing loan with 50 percent subsidy for purchasing land.
A special scheme for Paradhi tribe
Creating 27,755 hectare of Irrigation potential through major and minor irrigation schemes.
Ideal villages scheme.
* 222 villages have been selected – scheme will be implemented through NGOs – a provision of Rs. 2 crore.
Implementation of Jawaharlal Nehru National Urban Renewal Mission.
Maharashtra Employment Guarantee Scheme.
* A provision of Rs. 571.61 crore.
Housing facility to the police person.
Tourism
* Special policy will be implemented for the development of tourism – Sindhudurg district has been declared as Tourist District.
Immediate assistance of Rs.1200 crore to the flood affected persons from Mumbai and other regions of the State.
Development of Mumbai.
* Total expenditure of Rs.1520 crore on MUTP, MUIP and Worli-Bandra Sealink project.
* Tenders have been received for Varsova-Andheri-Ghatkopar metrorail.
* Sanction to Charkop metro rail at Colaba.
* Sewri-Nhava Sealink project has been approved.
